Singapore Heartland Malls Get $613M Boost: Hougang Mall Revamp Nears End

SINGAPORE, July 28 — At Hougang Mall, the construction hoardings are coming down to reveal something more intriguing than just fresh paint. Behind them is a calculated bet on what keeps a heartland shopping centre relevant when rental space is tightening and shoppers have more options than ever. The mall’s second-phase revamp is on track for completion in September, according to Frasers Centrepoint Trust (FCT), which manages an $8.4 billion portfolio of nine suburban malls in Singapore.

The trust, one of the city-state’s largest listed suburban retail real estate investment trusts, announced the update on July 27. It also revealed plans for a new $613 million mall at Bayshore Drive.

A tight rental squeeze behind the refresh

The science of how it works is straightforward but revealing. As limited retail space pushes up rents and tenant sales slow, heartland malls have to refresh their tenant mix to keep residents returning. FCT’s third-quarter financial update for the period ending June 30 shows the pressure: an occupancy rate of 99.6% across its malls for the April-to-June quarter.

That is essentially full. With almost no empty units to lease, the only way to grow is to remake the space you already have.

Intriguingly, the numbers suggest the strategy is working. FCT reported higher shopper traffic compared to the same period in 2025. At Hougang Mall, more than 98% of the revamped space has already been committed.

Over 40% of its units are going to tenants entirely new to the mall.

Who is moving in

Among the new names is FairPrice Finest, which is scheduled to open on August 1 — just a few days from now. A new Decathlon store is also coming. An expanded library is expected as well.

These are not just replacements: they signal a deliberate shift in what the mall offers, from basic groceries to a broader lifestyle mix that includes outdoor gear and community spaces. The NEX renovation is also on track, though FCT did not provide a specific completion date for that project.

Together, the Hougang and NEX revamps represent a wider trend among Singapore’s suburban retail landlords. They are betting that physical malls can still pull in crowds if the tenant mix matches what residents actually want, rather than what they used to buy two decades ago.

What to watch next

The next milestone is August 1, when FairPrice Finest opens its doors at Hougang Mall. The full revamp is due in September. For anyone curious about whether the bet pays off, the answer will show up in the next quarter’s shopper traffic and occupancy figures.

FCT, for now, seems confident that the formula of new tenants, higher footfall, and nearly full occupancy holds.
