Madhya Pradesh Sees Surge in Sexual Violence, NCRB Data Shows

BHOPAL, July 11 — What makes a state the most dangerous place in India for women? The National Crime Records Bureau data for 2022 offers a stark answer: Madhya Pradesh reported 2,394 cases of rape, the highest of any Indian state. That figure is not an outlier — the state recorded 2,328 rape cases the previous year, in 2021.

The numbers come from the NCRB, India’s central agency for collecting and analysing crime statistics. They paint a picture of persistent, widespread sexual violence.

In the same year, Madhya Pradesh also logged 5,529 cases of assault on women with intent to outrage her modesty — a legal category that covers a range of non-penetrative sexual offences.

Conviction rates and the problem of justice

Reporting a crime is one thing. Securing a conviction is another. The conviction rate for rape cases in Madhya Pradesh stood at 23.4% in 2022.

That is below the national average of 25.6%. The gap may seem small, but it represents hundreds of cases each year where the legal system fails to deliver a verdict against the accused.

The data raises a question about how the justice system handles these cases. A conviction rate below a quarter means that for every four rape cases that go to trial, only one results in a guilty verdict. The reasons are complex — witness intimidation, poor forensic evidence collection, slow court processes — but the outcome is clear: most perpetrators face no legal consequence.

Who commits these crimes

One statistic cuts through the common fear of the stranger in the dark. The NCRB data shows that 94.2% of rape cases in Madhya Pradesh were committed by persons known to the victim. This is not a state where women are being attacked by unknown assailants lurking in alleyways.

The perpetrators are neighbours, relatives, employers, acquaintances — people embedded in the victim’s social world. This pattern has implications for prevention.

Public safety campaigns focused on stranger danger miss the mark when the real threat comes from within the home or community. It also explains why many cases go unreported: the social cost of naming someone you know can be devastating.

A vulnerable district

The Alirajpur district has been identified as a particularly vulnerable area for crimes against women. The region is marked by high poverty and low literacy rates — conditions that researchers have long linked to higher rates of gender-based violence. When women lack economic independence and educational opportunity, they have fewer avenues to escape abusive situations or to seek legal recourse.

What happens next in Madhya Pradesh will depend on whether the state government treats these figures as a call for systemic change or as just another annual statistic. The NCRB data for 2023 and 2024, when released, will show whether the trend is shifting.

For now, the numbers from 2022 remain the most complete picture available — and they are not encouraging.
