DEHRADUN, June 27 — The Uttarakhand Congress has formally launched its first-phase public outreach campaign, setting the stage for the 2027 state assembly elections with a structured, zone-based strategy across 10 districts beginning June 28. According to the party’s filing, the campaign is designed as the opening move of the Congress election machinery, aiming to establish direct communication with both the public and party workers across multiple assembly constituencies. The first phase covers 10 districts divided into four distinct zones, each led by senior Congress figures.
Uttarakhand Congress President Ganesh Godiyal will lead the first zone, comprising Pithoragarh, Bageshwar, and Champawat districts. The second zone, covering Rudraprayag, Pauri Garhwal, and Chamoli, falls under Election Management Committee Chairman Harak Singh Rawat and other senior leaders.
The third zone, Uttarkashi and Tehri, is assigned to Pritam Singh, while the fourth zone, Almora and Nainital, will be managed by former state leaders. Godiyal stated that, as the principal opposition party, the Congress has a responsibility to present the ground reality before the people. He added that party leaders would take the government’s alleged failures directly to the public across the state.
The campaign will highlight issues including deteriorating education and healthcare systems, unemployment, corruption, paper leak cases, rising inflation, and the worsening law and order situation. Party leaders will visit different assembly segments to interact with people on these topics.
The timing of the campaign is notable. With roughly a year before the 2027 assembly elections, the Congress is moving early to establish a narrative against the state government. The party’s strategy of dividing the state into four zones mirrors a structured, data-driven approach to voter outreach, with each zone receiving dedicated leadership and targeted messaging.
Uttarakhand, a state with 70 assembly seats, has seen a pattern of alternating governments between the BJP and Congress in recent cycles. The current BJP-led state government has been in power since 2017. The Congress campaign’s focus on education, healthcare, and unemployment suggests the party believes these are vulnerabilities for the incumbent administration.
The campaign’s first phase will cover geographically diverse districts, from the high-altitude regions of Pithoragarh and Chamoli to the more accessible districts of Nainital and Dehradun. This geographic spread indicates the party is attempting to build a broad-based coalition of grievances rather than focusing on a single region.
Observers will watch how the Congress coordinates messaging across the four zones, and whether the party can maintain momentum through the full campaign cycle leading to the 2027 elections. The party’s ability to translate this outreach into electoral gains will depend on voter reception and the state government’s response to the criticisms being raised.
