The Fraser Institute has once again ranked Hong Kong as the world’s freest economy, a designation that carries significant weight for international investors and trading partners. The Hong Kong Special Administrative Region government welcomed the Canadian think tank’s Economic Freedom of the World 2022 Annual Report on September 8, 2022, which placed the territory first overall. The report evaluated five key areas: size of government, legal system and property rights, sound money, freedom to trade internationally, and regulation.
Hong Kong achieved top marks in two of these categories—freedom to trade internationally and regulation—which directly impact businesses moving goods, capital, and data through the territory. A high score in freedom to trade internationally indicates low tariffs, minimal non-tariff barriers, and smooth cross-border capital movement.
The top regulation score signals that businesses operate under a light and predictable rulebook. For container shipping firms and regional treasury centers, these metrics translate into operational efficiency rather than costly obstacles. An HKSAR government spokesman stated that the city has been working to improve its business environment while enhancing market efficiency and support.
“Thereby allowing the economy to display flexibility and resilience and use the advantages of the free market,” the spokesman said. He added that the government’s commitment to maintaining an efficient, free, open, and fair business environment is “once again affirmed” by the ranking.
The report’s timing is notable given questions from international business groups about Hong Kong’s legal and political landscape since 2019. The Fraser Institute’s methodology measures economic freedom—the ability of individuals and firms to make their own economic decisions with secure property rights and minimal government interference—rather than political freedom. A decline in this ranking would carry real consequences. Multinational corporations routinely use the index to benchmark risk when deciding where to locate regional headquarters, supply chain nodes, or financial operations.
A lower score would increase the perceived cost of doing business in Hong Kong relative to competitors such as Singapore or Dubai. The Fraser Institute’s report is a respected annual publication used by economists, policymakers, and investors worldwide.
Hong Kong has ranked at or near the top of the index for decades, and the 2022 report confirms that streak continues. The government spokesman framed the recognition as proof of the territory’s resilience, noting that the flexibility of the free market remains Hong Kong’s core advantage. That advantage is not automatic.
It rests on the regulatory and trade conditions the Fraser Institute measures. The report puts a number on those conditions.
For now, that number is the best in the world.
